Implementation of the Charites Act 2006
After having lobbied to ensure fundraisers’ views were represented in the drafting of the Charities Bill, the Institute’s Policy Unit is now involved in providing input into the implementation of the Charities Act.
This is being coordinated by the Office of the Third Sector and Charity Commission. Key areas of work are:
- Drafting of fundraising regulations.
- Definitions of professional fundraisers and the statements they must make to potential donors.
- Public collections regime.
Members of the Institute will be kept up-to-date and consulted throughout this process.
The Charities Act 2006 Implementation Plan is determined by the Office of the Third Sector.

Implementation of the Gambling Act 2005
Raffles and lotteries are key to most charities’ fundraising. New provisions for lotteries come into effect 1 September 2007.
In addition, the Gambling Commission is expected to issue guidance on prize competions and free draws. The Institute is currently revising its Code of Fundraising Practice 'Raffles and Lotteries' to reflect the new changes.
