Responding to proposals to abolish cheques

In late 2009 the Payments Council announced proposals to abolish the use of cheques by 2018.

Predominantly a cost-cutting measure for banks, the proposals received little consultation but have caused great concern to charities.

Many charities, in particular those who rely heavily on an older supporter base, who receive more than 70% of their income by cheque. There is real fear that donors who give by cheque may stop giving altogether if this mechanism is no longer available.

The proposals may even allow banks to begin phasing out cheques before 2018, before a viable alternative has been found.

We believe that proper consultation with those most affected is needed and are urging charities and other fundraising organisations to respond to the proposals.

There is still time to affect these proposals. The Payments Council has stated that a final decision will be taken in 2016 only if acceptable alternatives to cheques are available and there is evidence these alternatives are being used.
