Payroll Giving Review Tender Awarded to Strategy Complete

The Institute of Fundraising (‘Institute’) is pleased to announce that it has awarded the tender for its comprehensive root and branch review of the present structure of Payroll Giving to Vanessa Potter and Jonathan Scales of Strategy Complete.

The Institute of Fundraising believes that Payroll Giving as a scheme that enables employees to give to any UK charity straight from their gross salary and to receive immediate tax relief is a regular and reliable form of tax-effective giving.

However, despite significant investment in Payroll Giving and activity to support the stakeholders engaged in Payroll Giving, the Institute believes that Payroll Giving has not reached its full potential.

Vanessa Potter has spent the last fifteen years in senior positions in the public and third sectors, most recently as Director of Policy and External Relations at the Big Lottery Fund.

She has spent 11 years working in Lottery funding and been closely engaged in all policy development linked to best practice in funding and Lottery distribution during this period. She has a background in working with government and has just completed a secondment restructuring the Office of the Third Sector.

Jonathan Scales holds a PhD in Applied Social and Economic Research andhas ten years post doctoral experience of applied market and social research.

He has designed and managed a wide variety of research projects on behalf of organisations and is expert in both qualitative and qualitative methodologies, including the design and management of surveys, focus groups and one-to-one interviews. His experience includes a range of research-based projects and stakeholder consultations focusing on bringing policy change.

During 05-06, Payroll Giving generated almost £85 million for charities yet the tax-effective mechanism is only used by 2-3 per cent of those on PAYE. Around 620,000 employees currently participate in Payroll Giving schemes to which approximately 12 million people have access.

Broadly, the review will:

  • explore the drivers and barriers of Payroll Giving
  • identify recommendations to resolving some of these identified barriers and challenges

The review runs from September 2007 and will report in March 2008.
