Policy briefings and updates
Our policy team works to deliver a strong representative voice on behalf of individual and organisational members that influences and effects change for the fundraising profession wherever it is needed.
We work in consultation with our members to develop policy positions on a wide range of issues, which in the recent past have included the Government’s Giving White Paper, Gift Aid, the proposed abolition of cheques and mobile text donations.
Through the development of our policies, we seek to influence government and other key stakeholders and to seek sector-wide support for our policy positions.

scvo working group publishes recommendations on fundraising regulation in scotland
30/06/2016 Throughout this year an SCVO Working Group has been consulting the third sector and public in Scotland over three potential regulatory models to be adopted by the sector. They have now published their final recommendations which we have summarised here and responded to here.

13/05/2016 Institute of Fundraising, Charity Finance Group, National Council for Voluntary Organisations and Small Charities Coalition have submitted a joint response to the government's consultation into simplifying Gift Aid Donor Benefit rules.
IOF RESPONDS TO FPS DISCUSSION PAPER
31/03/2016 The paper, published by the FPS Working Group chaired by George Kidd, provides ‘top line thinking’ and a number of propositions on how a Fundraising Preference Service could work. Our response sets out our views on the propositions put forward, indicating where we support the Working Group’s approach, but also emphasising changes needed and concerns over a ‘total reset’. IOF submits views on future of fundraising regulation in scotland
31/03/2016 As you may be aware, the Scottish Fundraising Working Group, established by SCVO in December 2015, have been consulting on three potential options for a new charity fundraising regulatory system in Scotland. IoF have responded to this consultation after seeking views from members. Our full response can be downloaded here.
IOF AND OTHERS RESPOND TO HMRC CALL FOR EVIDENCE ON GASDS
03/03/2016 IoF, CFG, NCVO and others have responded to an HMRC call for evidence to seek views about the use and effectiveness of the existing Gift Aid Small Donations Scheme. We have proposed a number of recommendations which we hope will make the Scheme easier for charities to use and more simple for them to make claims - resulting in many more charities, particularly smaller organisations, being able to receive much-needed extra funds. IOF AND SMALL CHARITIES COALITION HOST FORUM ON fundraising regulation
04/02/2016 IoF and Small Charities Coalition jointly hosted a forum on future regulatory changes on fundraising regulation where we launched the results of a survey of smaller charities. The forum was attended by representatives from around 80 organisations, and was also addressed by Stephen Dunmore, the CEO of the new Fundraising Regulator, and George Kidd, Chair of the Fundraising Preference Service working group. We have produced a note of the issues and questions raised by delegates on the day.
IOF AND SMALL CHARITIES COALITION SEEK VIEWS FROM SMALLER CHARITIES ON FUNDRAISING REFORMS

The new standards being brought in today are part of a package of changes that were announced in September, many of which were implemented into the Code in November.

Changes to the Code of Fundraising Practice
02/11/2015 As part of our ongoing work to review the Code of Fundraising Practice, we have today made a number of additions and amendments to the Code. This follows our announcement last month on decisions taken on appropriate fundraising standards in response to the FRSB’s recommendations and following a review of our Code over the summer. This document sets out the changes that have been made to the Code, the exact wording being introduced, and explains the intention behind the changes.

HMRC PUBLISHES NEW MODEL GIFT AID DECLARATION
23/10/2015 This week HMRC published a new, shorter model Gift Aid Declaration. The new declaration will apply to all donations so it’s really important to make sure that if you want to claim Gift Aid on donations in the future that the declarations you use are up to date. IOF, CFG, NCVO AND OTHERS SEEK CLARIFICATION FROM GOVERNMENT ON DEVOLUTION OF BUSINESS RATES
06/10/2015 IoF, along with a number of other organisations, has written to the Chancellor of the Exchequer asking for clarification that the mandatory element of charitable business rates relief will not be altered as a result of the recent proposals regarding the devolution of business rates. Fundraising Code to be strengthened to protect vulnerable people and put the donor in control

Telephone fundraising summit looks for practice clarity
03/08/2015 The debate identified common issues, with data consent options, warm donor relationships, and contact frequency high on the list. Positive practical outcomes saw the ICO commit to using the summit’s feedback in its forthcoming review of its Direct Marketing guidance; and the IoF will meet with the ICO to feed into that guidance review as well as to inform its own task-group looking into Telephone Fundraising as part of its review of the Code. IoF introduces new rule on 'no COLD calling stickers'
24/06/2015 The Institute of Fundraising has today decided to introduce a new rule into its Code of Fundraising Practice which makes it clear that door to door fundraisers must not knock on doors with a ‘no cold calling’ sticker. Read more
IoF, CFG, CTG AND NCVO HAVE JOINTLY RESPONDED TO GOVERNMENT CALL FOR EVIDENCE ON REVIEW OF BUSINESS RATES
12/06/2015 The response proposes that the funding for reliefs be met by central government, and the extension of mandatory rate relief to 100% for all charities, replacing the current provision for 20% discretionary rate relief. It recommends that the introduction of these changes should be tapered over five years. Read it here

29/04/2015 A joint letter from IoF and CFG has been sent to representatives of the Conservative, Labour, Liberal Democrat, Green and UK Independence parties asking them to commit to ensuring that no steps are taken that would reduce the amount of eligible Gift Aid claims. Read it here

EUROPEAN COMMISSION ANSWERS QUESTIONS ON IMPACT OF DATA PROTECTION REGULATION ON FUNDRAISING
04/02/2015 Last year we wrote to all UK MEPs to highlight our concerns on the potential impact of new EU Data Protection regulations on fundraising. Following this, Parliamentary Questions were submitted to the Commission around ensuring that an appropriate balance is struck with the rules, and seeking clarification on the Commission’s intentions around the questions of consent and profiling.

01/12/2014 The IoF has changed its Code of Fundraising Practice to introduce a new standard for those fundraising with people in vulnerable circumstances. New guidance explaining the Code change has also been launched and is designed to help fundraisers ensure that everyone has the support that they need to make an informed decision on their donation.
